Register Now - ARC State of the Region Event with Keynote Speaker Mitch Landrieu

USDOT is now accepting applications for its FY 2023 Thriving Communities Program (TCP).  


TCP provides technical assistance, planning, and capacity building support to teams of community partners that may lack the staffing or technical expertise to scope, fund, and develop infrastructure projects that advance broader community goals.  TCP will provide 2 years of deep-dive assistance and 3 years of facilitated peer learning support to selected communities to help them plan and develop a pipeline of comprehensive transportation, housing, and community revitalization activities. 


There is no cost to receive this support. Interested applicants must identify community partners and together submit a Letter of Interest via DOT webform by November 15, 2023, to be considered for selection.

CURRENTLY OPEN

Strengthening Mobility and Revolutionizing Transportation (SMART) Grants

Department of Transportation / Office of the Secretary
Application Due Date:  October 10, 2023

The purpose of the SMART Grants Program is to conduct demonstration projects focused on advanced smart city or community technologies and systems in a variety of communities to improve transportation efficiency and safety. The program funds projects that are focused on using technology interventions to solve real-world challenges and build data and technology capacity and expertise in the public sector.


Applications for $50 million of FY 2023 funding are due October 10, 2023.  Only Stage 1 Planning and Prototyping Grants of $250,000 (minimum) to  $2,000,000 (maximum) per project will be funded in FY 2023.  In subsequent years, Stage 2 Implementation Grants of up to $15,000,000 per project will be awarded.  No match is required for Stage 1 grants.

Electric Vehicle Charger Reliability and Accessibility Accelerator (NEVI Setaside)

Application Due Date:  November 23, 2023

Strategically deploy electric vehicle (EV) charging infrastructure and establish an interconnected network to facilitate data collection, access, and reliability. Sets aside 10% of funding for discretionary grants to State and local governments that require additional assistance to strategically deploy EV charging infrastructure.


Although NEVI is a formula program, the law sets aside 10% of overall funding for grants to States and local governments that require additional assistance to strategically deploy electric vehicle charging infrastructure. An initial $100M of FY 2022 and FY 2023 funding will focus on repairing or replacing broken or non-operational EV chargers to improve the reliability of existing EV charging infrastructure.  Eligibility is limited to those listed as Temporarily Unavailable in the Alternative Fuels Station Locator, which is maintained by the National Renewable Energy Laboratory (NREL). A final list of eligible chargers will be published at the application website on October 11. Applications are due November 13, 2023. A 20% match is required.

Bridge Investment Program (Large Bridge Component)

Department of Transportation / Federal Highway Administration


The Bridge Investment Program will support projects to improve bridge and culvert condition, safety, efficiency, and reliability.


Applications for up to $645 million of FY 2023 and 2024 funding for the Large Bridge Project component of the program are due November 27, 2023.  The same NOFO will be used for future years, with rolling dates also established for FY 2025 and 2026 funds.  The project must have total eligible costs greater than $100 million to qualify for the program.  Award amounts will be a minimum of $50 million, but no more than 50% of the eligible costs.

Reconnecting Communities and Neighborhoods Program

Applications for up to $3.35 billion of funding were due September 28, 2023.  This was a joint NOFO that combined two discretionary grant opportunities: The Reconnecting Communities Pilot (RCP) Program, funded under IIJA/BIL, and the Neighborhood Access and Equity (NAE) Program, funded under the Inflation Reduction Act.

Bridge Investment Program Setaside - Grants for Planning, Feasibility Analysis, and Revenue Forecasting

Department of Transportation / Federal Highway Administration

The Bridge Investment Program will support projects to improve bridge (and culvert) condition, safety, efficiency, and reliability.

Railroad Crossing Elimination Program

Department of Transportation / Federal Railroad Administration


To provide funds for the mitigation or elimination of hazards at railway-highway crossings.

Advanced Transportation Technologies and Innovation Mobility Deployment Program (ATTIMD) / Advanced Transportation Technology and Innovation Program (ATTAIN)

Department of Transportation / Federal Highway Administration


To deploy, install, and operate advanced transportation technologies.

Local and Regional Project Assistance Grants (RAISE)

Provides supplemental funding for grants to the State and local entities listed above on a competitive basis for projects that will have a significant local/regional impact.

FTA 5303 Program - Pilot Program for Transit Oriented Development

Department of Transportation / Federal Transit Administration
Application Due Date: October 10, 2023


The Pilot Program for Transit Oriented Development Planning is a discretionary grant program that helps support Federal Transit Administration’s mission of improving public transportation for America’s communities by providing funding to local communities to integrate land use and transportation planning with a new fixed guideway or core capacity transit capital investment.


Applications for $13.5 million of FY 2023 funding are due October 10, 2023.

Airport Terminal Program

Department of Transportation / Federal Transit Administration
Application Due Date: October 16, 2023


Provide grants to eligible airports for capital improvements for airport terminal development generally defined as development of an airport passenger terminal building, including terminal gates; access roads servicing exclusively airport traffic that leads directly to or from an airport passenger terminal building; walkways that lead directly to or from an airport passenger terminal building; multimodal terminal development; and projects for on-airport rail access projects. As well as projects for relocating, reconstructing, repairing or improving an airport-owned airport traffic control tower.


Applications for $970,000,000 in FY 2024 funding are due October 16, 2023.

Nationally Significant Federal Lands and Tribal Projects

Application Due Date: November 6, 2023


The Nationally Significant Federal Lands and Tribal Projects program provides funding for the construction, reconstruction, and rehabilitation of nationally-significant Federal lands transportation projects and Tribal transportation projects.


Applications for $88.29 million of FY 2023 funding are due November 6, 2023. Funds will be equally divided between FMLA lands and tribal lands. There are no minimum or maximum funding amounts, but the overall project construction cost must be at least $12.5 million. The federal participation rate can be up to 90% for projects on or providing access to federal lands, or up to 100% on tribal lands. A State, county, or local government may only apply if sponsored by an eligible Federal land management agency or Indian tribe.

Highway Use Tax Evasion Grants

Application Due Date: November 17, 2023


The Highway Use Tax Evasion Enforcement Grants program provides funding to the Internal Revenue Service and the States to carry out intergovernmental enforcement efforts, along with training and research, to reduce evasion of payment of motor fuel and other highway use taxes, which are the principal sources for Federal and State highway funding.


Applications for $5,940,000 of funding are due November 17, 2023.

Energy Efficiency and Conservation Block Grant Program

Application Due Date: January 31, 2024


To assist states, local governments, and Tribes to reduce energy use, reduce fossil fuel emissions, and improve energy efficiency.

Applications for $430 million are being accepted through January 31, 2024 for local governments and tribes.  For states, applications were due by July 31, 2023.

FTA 5312 Program - Low or No Emission Vehicle Component Assessment Program

Department of Transportation / Federal Transit Administration

The Federal Transit Administration will provide funds to two qualified institutions of higher education to conduct testing, evaluation, and analysis of low or no emission components intended for use in low- and zero emission buses used to provide public transportation. The Low and No-Emission Component Assessment Program (LoNO-CAP) is intended to test items that are separately installed in and removable from a low or no emission transit bus.

This will be the first NOFO for this program.

Rural And Municipal Utility Advances Cybersecurity Grant And Technical Assistance Program

Department of Energy

To provide grants and technical assistance to, and enter into cooperative agreements with, eligible entities to protect against, detect, respond to, and recover from cybersecurity threats.

This will be the first NOFO for this program.

Building Resilient Infrastructure and Communities (Robert T Stafford Act Section 203(i))

Department of Energy

To provide grants and technical assistance to, and enter into cooperative agreements with, eligible entities to protect against, detect, respond to, and recover from cybersecurity threats.


This will be the first NOFO for this program.

Flood Mitigation Assistance Grants (National Flood Insurance Act of 1968 - Section 1366)

Department of Homeland Security / Federal Emergency Management Agency


The Flood Mitigation Assistance program makes federal funds available to states, U.S. territories, federally recognized Tribal governments, and local communities to reduce or eliminate the risk of repetitive flood damage to buildings and structures.

Deployment of Technologies to Enhance Grid Flexibility (Smart Grid Grants - IIJA Section 40107 / GRIP Program)

Department of Energy


Funding and expansion of eligible activities under the Smart Grid Investment Matching Grant Program established under section 1306 of the Energy Independence and Security Act of 2007.

Preventing Outages and Enhancing the Resilience of the Electric Grid Grants (Grid Resiliency Utility and Industry Grants - IIJA Section 40101(c) / GRIP Program)

Department of Energy


To make grants to eligible entities, States, and Tribes to prevent outages and enhance the resilience of the electric grid. This program includes $2.5 billion in competitive grants for industry and $2.5 billion in formula grants for states and American Indian tribes.

Program Upgrading Our Electric Grid and Ensuring Reliability and Resiliency (Innovative Grid Resilience Program - IIJA Section 40103(b) / GRIP Program)

Department of Energy


To provide federal financial assistance to demonstrate innovative approaches to transmission, storage, and distribution infrastructure to harden and enhance resilience and reliability; and to demonstrate new approaches to enhance regional grid resilience.

Grants for Energy Efficiency and Renewable Energy Improvements at Public School Facilities

To provide competitive grants to make energy efficiency, renewable energy, and alternative fueled vehicle upgrades and improvements at public schools.

FTA 5337 Program - Rail Vehicle Replacement Grants

Department of Transportation / Federal Transit Administration


Capital projects for the replacement of rail rolling stock. Not more than three new competitive awards to eligible projects may be announced each fiscal year. FTA may select projects for multi-year awards.

Consolidated Rail Infrastructure and Safety Improvement Grants

Department of Transportation / Federal Railroad Administration


To fund projects that improve the safety, efficiency, and reliability of intercity passenger and freight rail.

Federal-State Partnership for Intercity Passenger Rail Grants

Department of Transportation / Federal Railroad Administration


To fund capital projects that reduce the state of good repair backlog, improve performance, or expand or establish new intercity passenger rail service, including privately operated intercity passenger rail service if an eligible applicant is involved.
