Key Regional Programs

ARC will be submitting an application on behalf of the region for $15 million of funding under the Charging & Fueling Infrastructure Grants Program. If awarded, approximately $9 million will be used to install electric fast chargers at up to 10 existing fuel stations located along freeway corridors throughout the metropolitan area. These charging stations will expand a national network currently being implemented and make long-distance travel in an electric vehicle easier and more convenient. Another $6 million will be used to install Level 2 (mid speed) chargers at approximately 100 commercial businesses, such as grocery stores, department stores, pharmacies and movie theaters. Locations within or in close proximity to disadvantaged communities will be prioritized and the service will be available free of charge to users. For additional information about ARC’s application, please contact transportation@atlantaregional.org

Application Due Date: May 30, 2023  Deadline was extended.  New deadline is June 13, 2023

Deploy electric vehicle (EV) charging and hydrogen/propane/natural gas fueling infrastructure along designated alternative fuel corridors and in communities.


Applications for $700 million of FY 2022 and 2023 funds are due June 13, 2023. This is a combined Charging & Fueling Infrastructure Grants NOFO for both the Corridor Program and the Community Program, with available funds being equally split between the two. The minimum funding amount is $500,000 for community grants and $1,000,000 for corridor grants. There is a $15 million maximum award for community grants, but no maximum limit for corridor grants. A minimum 20% non-federal funding match is required.

Safe Streets and Roads for All

Department of Transportation / Office of the Secretary

Application Due Date: July 10, 2023

The Office of the Secretary's Safe Streets and Roads for All Grant program provides supplemental funding to support local initiatives to prevent death and serious injury on roads and streets, commonly referred to as ‘‘Vision Zero’’ or ‘‘Toward Zero Death.


Applications for $1.18 billion of FY 2023 funds (and residual FY 2022 funds) are due July 10, 2023.  For Planning and Demonstration Grants, award amounts will be based on estimated costs, with an expected minimum of $100,000 and an expected maximum of $10,000,000 for all applicants. For Implementation Grants, DOT expects the minimum award will be $2,500,000 and the maximum award will be $25,000,000.

Promoting Resilient Operations for Transformative, Efficient, and Cost-Saving Transportation (PROTECT) - Discretionary

Department of Transportation / Federal Highway Administration

Application Due Date: August 18, 2023

PROTECT Grants will support planning, resilience improvements, community resilience and evacuation routes, and at-risk coastal infrastructure.

Applications for a total of $848 million of FY 2022 and FY 2023 funding are due August 18, 2023. Of this amount, $45 million will be used for planning grants and the remaining $803 million for resilience grants. The minimum award size for a planning grant is expected to be $100,000, with no maximum amount. The minimum award size for a resilience grant is expected to be $500,000, with no maximum amount. Smaller grants may be awarded at the discretion of FHWA. There is no match requirement for a planning grant, while a resilience grant will generally require a 20% match, except under certain circumstances where the federal participation rate may be up to 90% (and 100% for Tribal projects).

Clean School Bus Grant Program

Environmental Protection Agency

Application Due Date:  August 22, 2023

State or local governments, eligible contractors, and nonprofit school transportation associations are authorized to receive grant funds. Fifty percent of the funds are authorized for zero-emission school buses, and 50 percent of the funds are authorized for alternative fuels and zero-emission school buses. Funds may be prioritized for rural or low-income communities and entities that have matching funds available. The EPA Administrator is authorized to provide funds to cover up to 100 percent of the costs for the replacement of the bus.

Applications for $400 million of FY 2023 funds for clean school bus rebates are being accepted through August 22, 2022. Funding limits are set for each EPA region and the amount available within Region 4 (Southeast) is $59,670,700. Rebate minimums and maximums are established based on vehicle type and the priority level of the school district. No cost sharing is required to receive funding.

National Infrastructure Project Assistance (Megaprojects)

The National Infrastructure Project Assistance Program will support large, complex projects that are difficult to fund by other means and likely to generate national or regional economic, mobility, or safety benefits.

Nationally Significant Freight & Highway Projects (INFRA)

Department of Transportation / Federal Highway Administration

The Nationally Significant Freight & Highway Projects program, also known as “INFRA”, awards competitive grants for multimodal freight and highway projects of national or regional significance to improve the safety, efficiency, and reliability of the movement of freight and people in and across rural and urban areas.

The previous NOFO was released in March 2022.

Reconnecting Communities Pilot Program

Department of Transportation / Federal Highway Administration


Reconnecting Communities Pilot Program will restore community connectivity by removing, retrofitting, or mitigating highways or other transportation facilities that create barriers to community connectivity, including to mobility, access, or economic development.


The previous NOFO was released in June 2022.

Bridge Investment Program Setaside - Grants for Planning, Feasibility Analysis, and Revenue Forecasting

Department of Transportation / Federal Highway Administration


The Bridge Investment Program will support projects to improve bridge (and culvert) condition, safety, efficiency, and reliability.

Wildlife Crossings Pilot Program

Application Due Date:  August 1, 2023


The Wildlife Crossings Pilot program will support projects that seek to reduce the number of wildlife-vehicle collisions, and in carrying out that purpose, improve habitat connectivity


Applications for $111,850,000 of FY 2022 and FY 2023 funds are being accepted through August 1, 2023. Awards are expected to range in size from a minimum of $200,000 to a maximum of $20 million.

Carbon Capture Large-Scale Pilot Programs

Department of Energy / Office of Clean Energy Demonstrations
Application Due Date: June 21, 2023


To establish a carbon capture technology program for the development of transformational technologies that will significantly improve the efficiency, effectiveness, costs, emissions reductions, and environmental performance of coal and natural gas use, including in manufacturing and industrial facilities.

Applications for $820 million of funding are being accepted through June 21, 2023. This will fund up to ten (10) carbon capture large-scale pilot projects at a maximum 70% federal cost share. The minimum award amount is $4 million with a maximum of $130 million.

Program Upgrading Our Electric Grid and Ensuring Reliability and Resiliency (Innovative Grid Resilience Program - IIJA Section 40103(b) / GRIP Program)

Applications for part of a total of $3.8 billion of FY 2022 and FY 2023 funding for three related programs were due May 19, 2023.  A singular NOFO was released covering this program and two others under the name of the Grid Resilience and Partnerships (GRIP) Program.  The application periods for those programs closed in previous months.

Carbon Capture Large-Scale Pilot Programs

Applications for $1.7 billion of funding were due May 23, 2023.

Energy Efficiency and Conservation Block Grant Program

Department of Energy / Energy Efficiency and Renewable Energy

To assist states, local governments, and Tribes to reduce energy use, reduce fossil fuel emissions, and improve energy efficiency.

Pending (Second Quarter of 2023).  This will be the first NOFO for this program.

FTA 5312 Program - Low or No Emission Vehicle Component Assessment Program

Department of Transportation / Federal Transit Administration

The Federal Transit Administration will provide funds to two qualified institutions of higher education to conduct testing, evaluation, and analysis of low or no emission components intended for use in low- and zero emission buses used to provide public transportation. The Low and No-Emission Component Assessment Program (LoNO-CAP) is intended to test items that are separately installed in and removable from a low or no emission transit bus.

Pending (Second Quarter of 2023).  This will be the first NOFO for this program.

Rural And Municipal Utility Advances Cybersecurity Grant And Technical Assistance Program

Department of Energy


To provide grants and technical assistance to, and enter into cooperative agreements with, eligible entities to protect against, detect, respond to, and recover from cybersecurity threats.

Pending (Second Quarter of 2023).  This will be the first NOFO for this program.

Rural Surface Transportation Grant Program

Department of Transportation / Federal Highway Administration


Rural Surface Transportation Grant Program will support projects to improve and expand the surface transportation infrastructure in rural areas to increase connectivity, improve the safety and reliability of the movement of people and freight, and generate regional economic growth and improve quality of life.

FTA 5303 Program - Pilot Program for Transit Oriented Development

Department of Transportation / Federal Transit Administration


The Pilot Program for Transit Oriented Development Planning is a discretionary grant program that helps support Federal Transit Administration’s mission of improving public transportation for America’s communities by providing funding to local communities to integrate land use and transportation planning with a new fixed guideway or core capacity transit capital investment.

Natural Gas Distribution Infrastructure Safety and Modernization Grants

Department of Transportation / Pipeline and Hazardous Materials Safety Administration


Grant funds will be made available to municipalities or community owned utilities (not including for-profit entities) to repair, rehabilitate, or replace natural gas distribution pipeline systems or portions thereof or to acquire equipment to reduce incidents and fatalities, and to avoid economic loss.
