This newsletter’s objective is to inform stakeholders around the Atlanta region of discretionary competitive funding opportunities, with an emphasis on IIJA. But as announcements of other programs of general interest are made, we’ll share those also.
Georgia Transportation Infrastructure Bank (GTIB) Applications Now Being Accepted
GTIB is a low-interest loan and grant program administered by the State Road and Tollway Authority (SRTA). SRTA is pleased to announce that funding will be available in 2024, with loan and grant applications being accepted from November 1, 2023 through January 25, 2024. When applying please keep in mind that loans will receive priority for funding as will projects for which both a loan and grant are requested. When applying for both a loan and a grant preference will be given for projects requesting a loan that is larger than the

Interested in a CPRG Grant? ARC Needs to Know!
ARC held a stakeholder meeting on November 29 to provide an update on the Atlanta Metropolitan Statistical Area (MSA) Climate Pollution Reduction Grant (CPRG) planning process and give an overview of the CPRG Implementation Grants. As part of the Inflation Reduction Act, the CPRG program provides grants to states, local governments, tribes, and territories to develop and implement plans to reduce greenhouse gas (GHG) emissions and other harmful air pollution.
The two-staged CPRG program provides funding of $250 million for noncompetitive planning grants ($1M to each MSA lead agency and $3M to each State lead agency) to develop Climate Action Plans, and $4.6 billion for competitive implementation grants. On September 21, EPA announced Phase 2 of the CPRG program, which includes two competitions for the implementation grants: a general competition for applications from states, municipalities, tribes, tribal consortia, and territories, and a competition only for tribes, tribal consortia, and territories.
If you are interested in pursuing implementation grant funding and did not participate in the November 29 meeting, it is strongly encouraged that you review the recording. To be eligible for funding, you must communicate your plans with ARC as soon as possible so that we are able to capture your project within a PCAP priority measure. Projects which are not identified in advance and reflected within the region’s PCAP will not be considered by EPA.
COMING SOON – Regional and State Success Rate Dashboard
How well are the region and state performing in terms of receiving a fair share of available discretionary funds? Under which programs are we doing well and where is there room for improvement? ARC will be launching a dashboard in early 2024 which will provide valuable insight into these questions. And to improve future outcomes, we’ll also be presenting the findings of a nationwide “deep dive”, conducted by our Deloitte consultant team, on several core programs. This analysis will identify the ingredients that help make an application more likely to receive funding.

Agency: Department of Transportation / Federal Highway Administration Application Due Date: February 2, 2024
Purpose: The program provides competitive grants to deploy, install, and operate advanced transportation technologies to improve safety, mobility, efficiency, system performance, intermodal connectivity, and infrastructure return on investment.
Details: Applications for $120 million of FY 2023 and 2024 funding are due February 2, 2024. The maximum award amount is $12 million per fiscal year of funding availability and requires a minimum 20% local match.

NEW Local and Regional Project Assistance Grants / Rebuilding American Infrastructure with Sustainability and Equity (RAISE)

Agency: Department of Transportation / Office of the Secretary Application Due Date: February 28, 2024
Purpose: The RAISE Discretionary Grant program provides an opportunity for the DOT to invest in road, rail, transit and port projects that promise to achieve national objectives. The program has previously been known as the Better Utilizing Investments to Leverage Development (BUILD) and Transportation Investment Generating Economic Recovery (TIGER) Discretionary Grants programs.
Details: Applications for $1.5 billion of FY 2024 funding are due February 28, 2024. Capital grants will range in size from a minimum of $5,000,000 in urban areas ($1,000,000 in rural areas) to a maximum of $25,000,000. There is no minimum for planning grants. At least $75 million) will be awarded for planning projects and at least $15 million for projects located in historically disadvantaged communities or areas of persistent poverty. A minimum 20% local match is required, except for projects in rural areas, historically disadvantaged communities or areas of persistent poverty, where up to 100% federal participation may be requested.

Climate Pollution Reduction Grants Program
|
Agency: Environmental Protection Agency Application Due Date: April 1, 2024
Purpose: The Climate Pollution Reduction Grants (CPRG) program provides $5 billion in grants to states, local governments, tribes, and territories to develop and implement ambitious plans for reducing greenhouse gas emissions and other harmful air pollution. This program is funded under the Inflation Reduction Act (IRA).
Details: Applications for $4.6 billion of implementation grants are due April 1, 2024. A Notice of Intent (NOI) to apply is due February 1, 2024. The competition is open to entities that received planning grants to develop Priority Climate Action Plans (PCAPs) under phase 1 of the CPRG program, as well as entities that did not directly receive a planning grant that are applying for funds to implement measures included in an applicable PCAP. Eligible applicants may only apply for funding to implement measures contained in an applicable PCAP. For the general competition, EPA anticipates awarding individual grants between $2 million and $500 million, with funding tiers allowing comparably sized projects to compete against one another.

Bridge Investment Program Setaside - Grants for Planning, Feasibility Analysis, and Revenue Forecasting |
Agency: Department of Transportation / Federal Highway Administration
Purpose: The Bridge Investment Program will support projects to improve bridge (and culvert) condition, safety, efficiency, and reliability. These planning grants will be used to create a pipeline of future bridge construction projects to improve safety, support economic competitiveness, and to provide resilient highway infrastructure that is better able to withstand the effects of climate change.

Railroad Crossing Elimination Program |
Agency: Department of Transportation / Federal Railroad Administration
Purpose: The purpose of the RCE Program is to fund highway-rail or pathway-rail grade crossing improvement projects that focus on improving the safety and mobility of people and goods. It provides a funding opportunity to improve American rail infrastructure to enhance rail safety, improve the health and safety of communities, eliminate highway-rail and pathway-rail grade crossings that are frequently blocked by trains, and reduce the impacts that freight movement and railroad operations may have on underserved communities.

Active Transportation Infrastructure Investment Program (ATIIP) |
Agency: Department of Transportation / Federal Highway Administration
Purpose: ATIIP is a new competitive grant program to construct projects to provide safe and connected active transportation facilities in active transportation networks or active transportation spines. Active transportation networks are active transportation facilities that connect between destinations within a community or metropolitan region, including schools, workplaces, residences, businesses, recreation areas, medical facilities, and other community areas. Active transportation spines are active transportation facilities that connect between communities, metropolitan regions, or States.
Details: This will be the first NOFO for this program.

FTA 5337 Program - Rail Vehicle Replacement Grants |
Agency: Department of Transportation / Federal Transit Administration Application Due Date: December 18, 2023
Purpose: Capital projects for the replacement of rail rolling stock. Not more than three new competitive awards to eligible projects may be announced each fiscal year. FTA may select projects for multi-year awards.
Details: Applications for $196.9 million of FY 2024 funds are due by December 18, 2023. FTA may also commit up to $600,000,000 in FY 2025 and FY 2026 funding towards projects selected in FY 2024. Funds from this program may account for no more than 50% of the total project cost, but other federal funding sources can be used to raise the overall federal participation rate to 80%.

Energy Efficiency and Conservation Block Grant Program |
Agency: Department of Energy Application Due Date: January 31, 2024
Purpose: To assist states, local governments, and Tribes to reduce energy use, reduce fossil fuel emissions, and improve energy efficiency.
Details: Applications for $430 million are being accepted through January 31, 2024 for local governments and tribes. For states, applications were due by July 31, 2023.

FTA 5312 Program - Research, Development, Demonstration and Deployment Projects (Includes Public Transportation Innovation Program) |
Agency: Department of Transportation / Federal Transit Administration Application Due Date: February 12, 2024
Purpose: Provides funding to assist innovative projects and activities that advance and sustain safe, efficient, equitable, climate-friendly public transportation. Eligible research and demonstrations under this program explore novel approaches to improve public transportation service – especially for transit-dependent individuals; advance vehicle and system technologies for safety, energy efficiency, and operational
performance; use data for enhanced insights; and undertake other activities that help transit agencies meet equity, safety, climate change and transformation goals for a safer, environmentally cleaner, socially just and connected public transportation system.
Details: Applications for $5.1 million of FY 2022 and 2023 funds are due February 12, 2024 for the Accelerating Digital Construction Management Systems Program. This initiative is part of the Public Transportation Innovation Program, which is in turn part of the overall FTA 5312 program. Additional NOFOs may be released using remaining funds allocated to the FTA 5312 program at a later date.

Purpose: The Building Resilient Infrastructure and Communities program makes federal funds available to states, U.S territories, federally recognized Tribal governments, and local communities for hazard mitigation activities.
Details: Applications for $1,000,000,000 of FY 2023 funding are due February 29, 2023. This amount includes base funding from the Disaster Relief Fund established under the Stafford Act Section 203, as well as the supplemental funding provided by IIJA. States and tribes are allocated $299,000,000, which leaves $701,000,000 for the national competition. Awards will be capped at $50,000,000 and a 25% match will be required.

Flood Mitigation Assistance Grants (National Flood Insurance Act of 1968 - Section 1366) |
Agency: Department of Homeland Security / Federal Emergency Management Agency Application Due Date: February 29, 2024
Purpose: The Flood Mitigation Assistance program makes federal funds available to states, U.S. territories, federally recognized Tribal governments, and local communities to reduce or eliminate the risk of repetitive flood damage to buildings and structures.
Details: Applications for $800,000,000 of FY 2023 funding are due February 29, 2024. This amount includes base funding from the National Flood Insurance Fund established under the National Flood Insurance Act of 1968 - Section 1366, as well as the supplemental funding provided by IIJA. Of this amount, $60,000,000 is reserved for Capability and Capacity Building, $520,000,000 for Localized Flood Risk Reduction Projects, and $220,000,000 for Individual Flood Mitigation Projects. Each project type has a variety of funding maximum funding caps, but all require a 25% match.

On October 27, USDOT announced that 235 communities will receive a total of $82 million for planning and demonstration projects. This is the first of two FY 2023 announcements for the SS4A program. A second announcement is expected in December and will include additional planning and demonstration grants, as well as implementation grants. Six awards were made to the Atlanta region: Douglas County ($400,000); Henry County ($200,000); Newton County ($400,000); City of Chamblee ($240,000); City of Clarkston ($1,000,000); City of Union City ($240,000)
