This newsletter’s objective is to inform stakeholders around the Atlanta region of discretionary competitive funding opportunities, with an emphasis on IIJA transportation programs. But as other funding availability announcements of general interest are made, we’ll share those also.

Applications which feature a partnership across a large geography, various levels of government agencies, and/or a range of stakeholder partners tend to be much more competitive under most federal discretionary programs.  So ARC encourages everybody to think about how your application can be strengthened by reaching out to an adjacent city or county, a state agency, a Community Improvement District, or a local non-profit organization and defining a substantive role for them on your project.  ARC is ready and willing to help in whatever way we can add value, from providing data to connecting you with staff and local leaders to general brainstorming on how to make your idea as competitive as possible.  Just reach out to David Haynes and let us know how we can help.

Need a Letter of Support for Your Project?  


ARC has created a portal to standardize and streamline the process for requesting letters of support for your funding applications. The form, also accessible through our main IIJA webpage, asks you to answer a few questions about the project. This will help us customize the letter to be as targeted as possible. The earlier the request is made, the better, but please plan to upload the required information no later than two weeks before the submittal deadline. 


If possible, we would also like to conduct a site visit or meet with you via Teams/Zoom early in the application development cycle to learn more about the project’s need, purpose and scope.  And we’re always available as a resource if you need data or want to discuss potential partnership opportunities for any other discretionary programs.

Strengthening Mobility and Revolutionizing Transportation (SMART) 

Agency: Department of Transportation / Office of the Secretary


Application Due Date: July 12, 2024


Purpose: The purpose of the SMART Grants Program is to conduct demonstration projects focused on advanced smart city or community technologies and systems in a variety of communities to improve transportation efficiency and safety. The program funds projects that are focused on using technology interventions to solve real-world challenges and build data and technology capacity and expertise in the public sector.


Details: Applications for $50 million of FY 2024 funding are due July 12, 2024.  Only Stage 1 Planning and Prototyping Grants of $250,000 (minimum) to  $2,000,000 (maximum) are being accepted under this NOFO.  A separate NOFO for up to $50 million of Stage 2 Implementation Grants will be released later in 2024.  No match is required for Stage 1 grants.

Communities Taking Charge Accelerator Program

Agency: Joint Office of Energy and Transportation


Application Due Date: July 16, 2024 (Full Applications)


Purpose: This program will make strategic investments at the local level that address key barriers to expanding access to electrified mobility options for individuals without home charging; accelerate the transition to electrified fleets; and mature the implementation of managed charging systems to mitigate impacts and optimize usage of the grid.


Details: Up to $54 million of FY 2024 funds are being awarded in three topic areas.  For the anticipated distribution of funding across the topic areas, along with information on the minimum and maximum award amounts under each, refer to the NOFO.  A concept paper must be submitted by May 20, 2024 and final applications are due July 16, 2024.

Safe Streets and Roads for All Program

Agency: Department of Transportation / Office of the Secretary


Application Due Date: July 16, 2024 (Full Applications)


Purpose: The Office of the Secretary's Safe Streets and Roads for All Grant program provides supplemental funding to support local initiatives to prevent death and serious injury on roads and streets, commonly referred to as ‘‘Vision Zero’’ or ‘‘Toward Zero Deaths" initiatives.


Details: Applications for up to $1.26 billion of FY 2024 funds (and residual FY 2023 funds) are now being accepted. For Implementation Grants, a pre-application review worksheet must be submitted by April 17, 2024, with complete applications due by May 16, 2024. For Implementation Grants, DOT expects the minimum award will be $2,500,000 and the maximum award will be $25,000,000.   Planning and Demonstration Grant applications have three deadlines:  April 4, 2024; May 16, 2024; and August 29, 2024.  Applications will be reviewed and selections made in three groups from the submittals received by each deadline.  For Planning and Demonstration Grants, award amounts will be based on estimated costs, with an expected minimum of $100,000 and an expected maximum of $10,000,000 for all applicants.

Active Transportation Infrastructure Investment Program (ATIIP)

Agency: Department of Transportation / Federal Highway Administration


Application Due Date: July 17, 2024 (extended from June 17, 2024)


Purpose: ATIIP is a new competitive grant program to construct projects to provide safe and connected active transportation facilities in active transportation networks or active transportation spines. Active transportation networks are active transportation facilities that connect between destinations within a community or metropolitan region, including schools, workplaces, residences, businesses, recreation areas, medical facilities, and other community areas. Active transportation spines are active transportation facilities that connect between communities, metropolitan regions, or States.


Details: Applications for $44.6 million of FY 2023 funding are due June 17, 2024.  ATIIP will award two types of grants: Planning and Design grants and Construction grants. Projects seeking Planning and Design grants must have planning and design costs of at least $100,000 to be eligible.  Awards are expected to range between a minimum of $100,000 and $2 million.  Projects seeking Construction grants must have total costs of at least $15 million to be eligible.  Awards are expected to range between a minimum of $7.5 million and $15.0 million.

Charging and Fueling Infrastructure (CFI) / NEVI 10% Discretionary Setaside

Agency: Department of Transportation / Federal Highway Administration


Application Due Date:  August 28, 2024

Purpose: The CFI Program is divided into two separate grant categories: (1) the Community Charging and Fueling Program Grants (Community Program), to strategically deploy electric vehicle (EV) charging infrastructure, hydrogen fueling infrastructure, propane fueling infrastructure, and natural gas fueling infrastructure located on public roads or in other publicly accessible locations; and (2) the Alternative Fuel Corridor Grants (Corridor Program), to strategically deploy charging and alternative fueling infrastructure located along designated alternative fuel corridors.  Although NEVI is a formula program, the law sets aside 10% of overall funding for grants to States and local governments that require additional assistance to strategically deploy electric vehicle charging infrastructure.  


Details: Applications for approximately $1.32 billion of funding are due August 28, 2024.  This is a combined Charging & Fueling Infrastructure Grants NOFO for both the Corridor Program and the Community Program, with funds being equally split between the two.  Of the total amount available, $1.1 billion is from FY 2024 and 2025 CFI funds and the remaining $221.2 million being FY 2023-2025 discretionary funds from the NEVI program. $800 million will be used for new applications, while the remaining $521.2 million will be reserved for reconsideration of previously submitted and unfunded CFI applications. The minimum funding amount is $500,000 for community grants and $1,000,000 for corridor grants.  There is a $15 million maximum award for community grants, but no maximum limit for corridor grants.  A minimum 20% non-federal funding match is required.

Bridge Investment Program (Large Bridge)

Agency: Department of Transportation / Federal Highway Administration


Application Due Date:  August 1, 2024

Purpose: The Bridge Investment Program will support projects to improve bridge and culvert condition, safety, efficiency, and reliability.


Details: Funds under the Bridge Investment Program are being awarded via two "rolling" NOFOs which will remain open continuously. Approximately $2.4 billion is available each year for both large bridge projects (under this NOFO) and planning and regular bridge projects (separate NOFO). Applications for FY 2023 and 2024 funding for the Large Bridge Project component of the program were due November 27, 2023.  Applications for FY 2025 and FY 2026 funding are currently being accepted and are due August 1, 2024 and August 1, 2025, respectively. The project must have total eligible costs greater than $100 million to qualify for the program. Award amounts will be a minimum of $50 million, but no more than 50% of the eligible costs.

Bridge Investment Program

Agency: Department of Transportation / Federal Highway Administration


Application Due Date: October 1, 2024 (Planning) / November 1, 2024 (Bridge)


Purpose: The Bridge Investment Program will support projects to improve bridge and culvert condition, safety, efficiency, and reliability.


Details: Funds under the Bridge Investment Program are being awarded via two "rolling" NOFOs which will remain open continuously.  Approximately $2.4 billion is available each year for both planning and regular bridge projects (under this NOFO) and large bridge projects (separate NOFO).  Up to $20 million is available each year for planning grants, with no minimum or maximum grant award size.   Applications for FY 2025 funding for bridge projects (less than $100 million total cost) are due November 1, 2024.  The minimum award amount is $2.5 million and the maximum is $80 million.  Applications for FY 2025 funding for planning projects are due October 1, 2024.  Applications for FY 2026 funds will be due on November 1, 2025 and October 1, 2025, respectively.

Railroad Crossing Elimination Program

Agency: Department of Transportation / Federal Railroad Administration


Purpose: The purpose of the RCE Program is to fund highway-rail or pathway-rail grade crossing improvement projects that focus on improving the safety and mobility of people and goods. It provides a funding opportunity to improve American rail infrastructure to enhance rail safety, improve the health and safety of communities, eliminate highway-rail and pathway-rail grade crossings that are frequently blocked by trains, and reduce the impacts that freight movement and railroad operations may have on underserved communities.


Details: The previous NOFO was released in July 2022.

Clean School Bus Program

Agency: Environmental Protection Agency


Purpose: For the community portion of the program, funds will be made available to install EV charging and alternative fuel in locations on public roads, schools, parks, and in publicly accessible parking facilities. These grants will be prioritized for rural areas, low-and moderate-income neighborhoods, and communities with low ratios of private parking, or high ratios of multiunit dwellings. For the corridor portion of the program, funds will be used to deploy EV charging and hydrogen/propane/natural gas fueling infrastructure along designated alternative fuel corridors.

Promoting Resilient Operations for Transformative, Efficient, and Cost-Saving Transportation (PROTECT) - Discretionary

Agency: Department of Transportation / Federal Highway Administration


Purpose: PROTECT Grants will support planning, resilience improvements, community resilience and evacuation routes, and at-risk coastal infrastructure.

Reconnecting Communities Pilot Program

Agency: Department of Transportation / Federal Highway Administration


Purpose: Reconnecting Communities Pilot Program will restore community connectivity by removing, retrofitting, or mitigating highways or other transportation facilities that create barriers to community connectivity, including to mobility, access, or economic development.

FTA 5303 Program - Pilot Program for Transit Oriented Development

Agency: Department of Transportation / Federal Transit Administration


Application Due Date: July 22, 2024


Purpose:  The Pilot Program for Transit Oriented Development Planning is a discretionary grant program that helps support Federal Transit Administration’s mission of improving public transportation for America’s communities by providing funding to local communities to integrate land use and transportation planning with a new fixed guideway or core capacity transit capital investment.


Details:  Applications for $10.5 million of FY 2024 funding are July 22, 2024.  In general, a minimum 20% match is required, but may be reduced or waived for activities in certain areas.  There are no minimum or maximum federal funding request amounts defined in the NOFO.

Wildlife Crossings Pilot Program

Agency: Department of Transportation / Federal Highway Administration


Application Due Date: July 22, 2024


Purpose:  The Wildlife Crossings Pilot program will support projects that seek to reduce the number of wildlife-vehicle collisions, and in carrying out that purpose, improve habitat connectivity.


Details:  Applications for approximately $145 million of FY 2024 and 2025 funds are due August 1, 2024.  The NOFO also sets dates for the FY 2026 application process, which will open on May 1, 2025 and close on August 1, 2025.  Funds available in that round will be approximately $80 million. Awards are expected to range in size from a minimum of $200,000 to a maximum of $25 million, but actual amounts may be outside this range.

Grants for Energy Efficiency and Renewable Energy Improvements at Public School Facilities

Agency: Department of Energy


Purpose: To provide competitive grants to make energy efficiency, renewable energy, and alternative fueled vehicle upgrades and improvements at public schools.

Federal-State Partnership for Intercity Passenger Rail Grants

Agency: Department of Transportation / Federal Railroad Administration


Purpose: To fund capital projects that reduce the state of good repair backlog, improve performance, or expand or establish new intercity passenger rail service, including privately operated intercity passenger rail service if an eligible applicant is involved.

Highway Use Tax Evasion Enforcement Grants Program

Agency: Department of Transportation / Federal Highway Administration


Purpose: The Highway Use Tax Evasion Enforcement Grants program provides funding to the Internal Revenue Service and the States to carry out intergovernmental enforcement efforts, along with training and research, to reduce evasion of payment of motor fuel and other highway use taxes, which are the principal sources for Federal and State highway funding.

Region Receives Three RAISE Awards 


On June 26, USDOT announced that $1.8 billion of funding under the Rebuilding American Infrastructure with Sustainability and Equity Program (RAISE) has been awarded to 148 projects across the country.  Three of those are located in metro Atlanta:  1) City of Atlanta / Westside Park Multimodal Access ($16,000,000); 2) City of Decatur / Reconnecting Scott Boulevard Complete Street Plan ($1,872,000); and 3) City of Fairburn / Warehousing and Distribution Center Community Safety Improvements ($1,008,000).  You can find more information on these projects and others on USDOT's RAISE website.  

Two Counties Receive Funds to Buy Clean Fuel School Buses 


On May 29, EPA announced nearly $876 million of grants to fund the replacement of older school buses with ones using clean fuels technologies.  Clayton County and Douglas County will receive a combined $13.7 million to replace 25 buses each.
